Welcome to the website dedicated to Master Plans and special projects for the Parks, Recreation, and Cultural Arts Department. Within this page, you will be able to view project information, learn more about the various projects within the department, and submit questions to City staff.
Our projects and initiatives are based on the 2019 Bond Program and with your input via surveys and public meetings, which assisted in developing our 2019 Parks, Recreation and Cultural Arts Master Plan.

One of the key findings in our 2019 Parks, Recreation and Cultural Arts Master Plan was the need for more playgrounds and improvements to existing. Below you find playground projects underway.
Central Park Playground - Opened in July 2020, Central Park playground was designed to support park patrons with a variety of physical, sensory and cognitive needs. The playground is approximately 6,500 square feet and contains poured-in-place rubberized surfacing, which allows full mobility throughout the whole playground. There is a playable lawn space contained within a 4-foot gated fence with perimeter lighting for security. The improvements also include long, integrated seat walls and picnic pads with ample shade provided by a combination of mature trees and shade structures. Eastern Hills Park - Opened in December 2020, Eastern Hills Park playground comes equipped with two sections, one for toddlers and other elementary-aged kids and up. There is even a fun spinner for those who like to challenge their friends to spin-off! Did we mention the zipline?! For more about the park, visit the Eastern Hills Park page.
One Eleven Ranch Park - Opened in December 2020, One Eleven Ranch Park playground is definitely a sight to behold. From two large playground structures to the swings for all ages, there is something for everyone! For more about the park, visit the One Eleven Ranch Park page.

FIELDS RECREATION CENTER EXPANSION
Fields Recreation Center will close for construction starting on April 30 at 5 p.m. This renovation will feature a facelift to the game room, multipurpose room, kitchen, gymnasium, and front desk area, including all new flooring and ceilings throughout the entire building. There will even be a brand new outdoor patio adjacent to the multipurpose room, overlooking Embree Park. For more details, email us using the Fields Email link.
AUDUBON RECREATION CENTER EXPANSION
Audubon Rec Center is currently under construction and will feature a complete building renovation and 5,000 square foot expansion, including a fitness area, improvements to multi-purpose rooms, restrooms, storage, lobby, control desk, site improvements, exterior patio, and a canopy at the entrance doors. GRANGER RECREATION CENTER RENOVATION
Granger Rec Center project was completed in 2019 with a complete building renovation, including a new fitness area, multi-purpose rooms, restrooms, storage, offices, lobby, control desk, and complete gym renovation with two full basketball courts.
WINTERS PARK LIGHTING
The first project from Garland’s $117 million (for Parks) 2019 bond program is officially completed. The new LED field lights went live for the first night games of the youth soccer season on February 24, 2020, at Winters Park.
MASTER PLANS AND SURVEYS
Parks, Recreation and Cultural Arts Strategic Master Plan
This plan, along with $117 million from the 2019 Bond Program approved by the citizens of Garland, lays the groundwork and direction for the City of Garland to achieve this vision. Implementation of this plan will transform Garland’s parks and facilities from outdated and under-maintained facilities to modern spaces and places that allow residents and visitors to realize this vision. Our Garland identifies the vision, mission, core values, goals, objectives, and strategies to lead the City Council and the Parks, Recreation, and Cultural Arts Department (PRCAD) over the next ten years. This strategic direction is based upon extensive public and staff engagement at all levels. Over 2,400 stakeholders were engaged through the master planning process to identify the vision for the future and the priorities conveyed in this plan.

Garland Aquatics Master Plan & Survey
This project was focused on identifying the needs of all of our pools and aquatic facilities throughout our park system. In 2019, you voted and awarded $20 million dollars to be allocated for Aquatics Facilities in the City of Garland’s 2019 Bond Program. TRAILS AND BIKEWAYS MASTER PLAN
This project plan will provide a vision to guide the future development, operations and programs of the City’s trails and bikeways system. This is not just for Parks, but for the whole City. RICK ODEN PARK MASTER PLAN AND SKATEPARK PLAN & SURVEYS
