COVID-19 - City Service Updates

All City of Garland departments are functioning and providing services, even though some facilities have limited public access. To contact departments directly, check our Staff Directory.
Per the Governor’s Executive Order no. GA-29, please wear a face covering or mask when visiting City offices or facilities. For more details on the order visit Gov.Texas.Gov.
Various City offices and lobbies will open at 25% capacity (within Governor’s Open Texas Guidelines). Please call ahead if you plan on visiting a City facility to make sure in-person access is available. Be aware that face coverings are required in City facilities.
Environmental Waste Services crews are maintaining regular residential, brush and bulky, and recycling collection schedules.
All library locations are open with limited capacity and modified schedules. Curbside pickup services are available. Visit the Library website for details.
Street Department crews have resumed work on scheduled projects.
Firewheel Golf Course has opened specific courses on a limited basis.
Garland’s parks, trails, tennis and disc golf facilities are open on a limited basis
City recreation centers within Governor’s Open Texas Guidelines – 25% capacity, basketball courts and game rooms still closed. (Senior centers remain closed)
The Granville Arts Center, The Atrium and the Plaza Theatre can host events up to 25% capacity. Visit GarlandArts.com for more information.
Garland’s Convention & Visitor Bureau at 211 N. Fifth St. is open with limited access.
The Landmark Museum is now open for limited hours and private appointments.

Many events have been canceled or modified, in compliance with Gov. Abbott’s orders. Monitor the City’s Special Events calendar and VisitGarlandTX.com for scheduling updates.
Since senior citizens are among our most vulnerable populations, senior centers will remain closed until further notice. Senior meal service is still available, learn more on the Senior Center page.

Garland Animal Services is limiting the number of people who can be in the Animal Shelter at one time and requires appointments. Visit the Garland Animal Services webpage for details.
Utility Customer Service:
The City of Garland Utility Customer Service Department continues to work with customers who have fallen behind on their utility bills. Please be aware that termination notices have resumed. To avoid disruption of service, please contact Customer Service at 972-205-2671 or CustServ@GarlandTX.gov. Representatives are standing by ready to help customers by providing extensions, payment plans or information about utility bill payment assistance programs. Please include your service address and account number in any correspondence.
Reminder: Duckworth Utility Services Building, 217 N. Fifth St., is closed.
Utility and tax payments will be accepted via the Drive-Thru Payment Center at 717 W. State St. (at Glenbrook Drive), 8 a.m. to 6 p.m. Other utility payment options are also available.
You can help your neighbors with their utility bills by contributing to Provide Aid in Dollars (PAID). The option to contribute is available on your utility bill. Funds are distributed through the Salvation Army to economically challenged families.
Assistance and other resources:
Several rent and mortgage assistance programs related to COVID-19 are being prepared in conjunction with federal guidelines, as well as medical, counseling and other forms of assistance. Watch our website and social media pages for updates.
GarlandPublic WiFi is now available at all City buildings, including libraries, recreation centers, City Hall, theaters and more. Even while the buildings are closed, the GarlandPublic WiFi coverage extends outside and is available FREE. The terms and conditions, as well as a full list of locations, is available at GarlandTX.gov/WiFi.
